The History of Decker Towers

Decker Towers' story begins in the early 1970s when the Pizzagalli Construction Company broke ground on October 29, 1970. The building was completed and opened its doors on August 31, 1971. Initially known by its address, 230 St. Paul Street, it was the fourth property acquired by the Burlington Housing Authority. Built atop the old Burlington ravine sewer route, the building soon became a significant part of the city's infrastructure.

In late 1971, the administrative offices of the Burlington Housing Authority were moved to the first floor of Decker Towers, where they remained until July 2002. The building was officially dedicated as Decker Towers on May 9, 2003, in honor of its contributions to the community.

Life at Decker Towers

Decker Towers is more than just a building; it is a community. The 161 apartments are home to seniors and people with disabilities, offering both one-bedroom and efficiency apartments. Six of these units are specially designed to be wheelchair accessible, ensuring inclusivity for all residents. The building also features a dining area, a library, and an inviting 11th-floor sitting area where residents can enjoy panoramic views of Burlington.

The tenant organization at Decker Towers is active and vibrant, hosting monthly dinners, holiday events, and bingo nights that foster a sense of camaraderie among residents. The Neighborhood Networks Technology Center

Located within Decker Towers is the Burlington Housing Authority's Neighborhood Networks Technology Center. Renovations and Improvements

Over the years, Decker Towers has undergone several renovations to maintain its structural integrity and improve the quality of life for its residents. Originally built with an orange brick exterior, the building received exterior insulation and pastel swatches designed by Rolf Kielman in 1984. However, by 2010, the exterior had degraded, necessitating significant repairs.

Thanks to funding from the American Recovery and Reinvestment Act of 2009 and Capital Fund Grants, Decker Towers received a comprehensive makeover. The renovations included weatherproofing, power-washing, reinforcing stucco, applying a waterproof membrane, and installing a fiberglass mesh layer. More than 550 windows were replaced with energy-efficient models, and the exterior insulation finishing system was upgraded with thicker insulation and a fresh coat of paint. Remarkably, these extensive renovations were completed ahead of schedule, all while the building remained fully occupied and functional.

Safety and Smoking Policy

In February 2010, a fire caused by careless smoking resulted in $100,000 in damages, prompting a reevaluation of the building's smoking policy. As of November 1, 2010, Decker Towers implemented a smoke-free policy, encouraged by the U.S. Department of Housing and Urban Development. This policy aims to protect residents from the dangers of second-hand smoke and reduce fire hazards. Residents who smoke are now required to leave the property, and smoking cessation programs are available at little to no cost to support those who wish to quit.
